The last one, not the most frequent: a restaurant that changed butchers needs to be told the new one, while a year's tally would name the old one for exactly the period the answer is most wrong.
A negative balance is treated as an empty shelf. Half of any negative is measurement error, and ordering against it would double the order at the moment the numbers are least trustworthy.
